Grade pay on a non-functional basis simply means that a person who has not been promoted to a higher grade is given the grade pay of a higher post. This implies that the individual will continue to work in their previous post but will receive higher pay. Upon the grant of non-functional Grade Pay/Pay scale, all the benefits attached to the higher Grade Pay/pay scale will be extended to them.

Also, after pay commission revisions, sometimes they receive Grade Pay. This situation mostly occurs in public sectors, government, and manufacturing industries.

Dear Sir,

In the above example which says 9300-34500 with a grade pay of 4200, what would be the starting salary? Is it 9300 or 34500? I don't understand these government salary structures.

Pay Scale Details

Pay scale: 13500-25520

13500 = 9300 (basic) + 4200 (Grade pay). DA = 61.5% as of 01/07/2012. Perks = 35%. HRA = 30%. Total allowance on basic = 61.5 + 35 + 30 = 126.5%.

Gross Salary = 13500 + 13500 * 126% = 30577.5. Basic = 13500 increment per year = 3% rounded off to the nearest 10, i.e., 410. Next year, basic = 13910.

Gross Salary = (9300 + 4200) * (no. of increments) * (3%) * (100 + Perks + HRA + DA) / 100.

All allowances in % (TA + DA + HRA, etc.).
