Please find out what your career objective is and where you are more passionate about.
We can look at it in two ways - one is to work for earning money, and the second is by working in the area you are passionate about.
In case one: Where you are working for money:
You don't do what you love doing (and ultimately) what you are the best at. Maybe you are a people person by nature and feel passionate about the HR job but ultimately chose an ops profile as you feel the chances of earning are higher. In this case, you keep moving with no proper self-direction or lack of choice from within.
Case 2: Doing what you love
This looks nice - I mean you do what you are passionate about - you work hard and use your creative ability. You know your strong points, and you ultimately know how to have an edge over others in the same area because it's mixed with passion and a desire for achievement.
So you set the path for yourself, and you make someone else pay for what you want (a good pay because you are good at your task).
When thinking about doing an MBA, think about what you will gain through academia that you may not immediately gain with hands-on experience. Just by reading the book, it will be of no help, but knowing how to solve certain issues may be taught through academia.
Other than HR labor laws and acts, everything else must be only through hands-on learning experience. Why not go in for a separate Labor Law course for a year so that you are aware of the labor laws and also have proof of certification for course completion?
I think you could choose MBA - Operations and also learn a Planning Software like Primavera. It will be very helpful.
Regarding full-time or part-time or distance education, please see what is viable in your case. Are you in a position to dedicate two years completely to the course? If yes, great, go ahead. If no, still no problem, look for a course from a reputed institute.
