Opened a good debate. You can not differentiate and confirm the importance between the people and process because it is like the which is the first in egg & chicken.
Without a structured process people can not go forward that is the reason we write SOP as people may change which should not affect the systems and organizational processes and procedures
The other side of the coin is that people only structure & improvize the systems and procedures, no modifications / developments in the systems will have on its own, it is the people.
In my opinion a bit weightage towards the people because in new organizations working out the systems and processes are done only by people.
