I'm working for a call centre in the council in London. I have to create a skills matrix for the call centre based on which they will decide pay rise. So somebody with more skills will be eligible for better pay. And subsequently also look at managing skills gap based on the matrix. The call centre has people handling calls dealing with various deparments such as education, health, road safety, refuse collection, leisure etc.
Please help me in finding the best way to design a skills matrix for this kind of a set up.
