I'm working for a call center in the council in London. I have to create a skills matrix for the call center based on which they will decide pay rise. So somebody with more skills will be eligible for better pay. And subsequently, also look at managing skills gap based on the matrix. The call center has people handling calls dealing with various departments such as education, health, road safety, refuse collection, leisure, etc.
Please help me in finding the best way to design a skills matrix for this kind of a setup.
