Understanding CDA vs. IDA Scales: Is It About Salary or Designation Level?

Hi,

Can anybody give me an idea about when we say that a certain CDA scale is equivalent to a certain IDA scale, does it refer to the total salary in that scale or the rank (designation level) of the person? For example, if we say the prerevised 8000 scale of CDA is equivalent to nearly the prerevised 13500 scale of IDA, does it refer to the gross salary or the designation grade of the person (e.g., group A, group B service)?

After some searches about different services, I have come to the conclusion that by equivalence, people refer to the designation of the person and their level of seniority. I am thankful to all you HR professionals if you can shed some light on this topic.
