Need Help Designing an ISO-Compliant HR Manual: What Should I Include?

I am working on a project where I have to design an HR manual that would comprise all the HR processes compliant with ISO standards. Could you please suggest what should be included in it? Do you have any sample manuals or documents that you could share? Any suggestions or ideas to help me get started?

Also, if the company is located in the Middle East, how would things differ?
