Understanding SC/ST/OBC Reservation Roster: How Do You Handle Vacancies in PSU Recruitment?

Can anyone please confirm the procedure for filling up of SC/ST/OBC Reservation Roster, which is an essential factor in the recruitment process in PSU?

For example: Let's consider that 15 vacancies were sanctioned for 2007-08. The roster points are (8 UR, 2 SC, 2 ST, 3 OBC). Out of these, 2 UR positions (Roster points No. 14 & 15) remained vacant due to the unavailability of candidates.

Subsequently, 15 vacancies were sanctioned for 2009-10. The composition of roster points from 16 - 30 is (8 UR, 1 SC, 2 ST, and 4 OBC).

What should be the roster point for the 2nd recruitment for 2009-10?

I believe that this concept is not clear to many recruitment professionals of PSUs, including myself. A clarification in this matter would be of great help.

Dear Sanyalanjan,

You are operating a vacancy-based roster which has since been closed effective 2/07/97. From 2/7/97 onwards, the post-based roster is in operation. You have roster points as per the sanctioned strength of a particular cadre, not more, not less. For example, if you have 20 sanctioned posts in a cadre, then you can have only 20 roster points, of which point numbers 7, 15, and 20 are reserved for SC, point number 14 for ST, and point numbers 4, 8, 12, 16, and 19 for OBC.

If a vacancy occurs at roster points 5, 15, and 16, which are earmarked for UR, SC, and OBC respectively, then it has to be replaced by persons of the same category only.
