How Do I Write a Termination Letter After a Job Offer Was Accepted but Before Joining?

Can anyone suggest the format for a termination letter after the acceptance of the offer letter by the employee? His joining date is still pending.

The reason for termination is that the inquiry into his previous job details has resulted in a negative outcome.

I hope he is in the probation period. During probation, employment is an at-will position, meaning either the company can terminate the employment immediately without notice, or the employee can leave from his end at any time.
