Designing a Fair and Effective Promotion Policy for Workmen: Seeking Your Insights

Hi!

I am working in an automobile firm with a workforce of around 500 workmen. I am designing the performance management system for workmen and looking forward to some help on the following points:

a) What should be the contents of the promotion policy?
b) What should be the criteria for assessing their suitability for promotion?
c) What factors should be taken into consideration apart from attendance for the promotion of workmen?

My company is a growing organization; hence, I am looking for a system that is cost-effective and user-friendly for implementation by the workmen.

Promotion policies depend upon seniority and performance levels in the organization. The criteria for considering promotion include the ability to prove oneself in the specified job with dedication and commitment, as well as meeting given deadlines. Attendance also indicates the worker's punctuality and maintaining discipline at work, which are important criteria.

Dear Shweta,

For workmen, the evaluation criteria should be based on:

1) Behavioral
2) Regularity
3) Job Performance
4) Workmen Initiative
5) Skill importance

In the case of the last point, I am suggesting that we consider the area to which the workmen belong. Every business has critical areas such as production, development, etc., which should be prioritized over market considerations.

How is this bell curve useful for annual appraisal? Is this curve suitable for promotions as well? Are there any restrictions regarding the number of employees for generating the bell curve?
