Attached is an article that was published in the HR magazine, The Human Factor. It explains very well how the concept of HR started in India itself and was propagated by greats like Dr. T.V. Rao and Dr. Udai Pareek.

I had the opportunity to meet and discuss on various occasions with Dr. T V Rao and Dr. Udai Pareek, who are considered to be the fathers of HR and Bhishmacharya of HR respectively. Another veteran was the late Prof. Ravi Mathai (the first Director of IIMA). Thanks a lot for the posting.
As per my best knowledge, the father of HR is only Mr. Russy Modi. He is the man who adopted practically HR in TATA STEEL. I can also add that our late Prime Minister, Smt. Indira Gandhi, inducted the Ministry of HRD, and the first Cabinet Minister was Sh. PV Narasimha Rao (later he was also Prime Minister of India).
