I Am attaching a HR scorecard can someone please explain me how we do the calculation and from where this percentage is coming.

From where did you get this spreadsheet?
The percentages are entered after gathering the information from other sources in the company. For example, the % for example the % for Learning Growth and Opportunities would have been obtained after conducting a survey of the staff's opinions.

Thanks for the answer i understand abt the Training and development but what abt the percentages which are there for recruiting ,retention and employee turnover.
I have found this scorecard online .
