The qualification required for the said post is a Diploma in Electrical. I believe you have posted the wrong job on the wrong website, not due to the effects of the recession in India. This site is primarily for HR professionals, and most viewers are in HR. They obviously won't be interested in your electrician/administration job. Please post your requirement on a professional job site like Monster or Naukri. Post your HR jobs here, and you will definitely receive a lot of responses.

First of all, thank you for showing interest and responding to this vacancy. However, I regret to inform you that we have already closed this position a few months ago.

It's just not a recession or the effect of anything. Most diploma candidates don't know about this kind of sites, that's why you're not getting many replies. Even sending any resumes does not seem to work. If someone is in touch with diploma candidates, they can contact them and reply, but this only happens if one wants to do it.

Which is your company in Surat where there is a requirement? What is the salary package for it? Is an experienced person needed, or can a fresher apply with good knowledge? Please reply soon. If I find any contact, I will inform you.
