By your mail able to understand that some of your employees visiting the colleges with out intimation and you are unable to capature the information. In these circumstances it is better to have a format and circulate among all the departments that anybody who are going on duty / attending training programs should obtain a prior permission from their HODs and submit the on duty slip to the HR for regularization of attendance. Let this responsibility lies with the HODs, to this extent send a circular saying that It is observed that some of our employees are attneding official works without prior intimation / permission, this is becoming diffcult in regularizing the attendance and in knowing where abouts of the employees. Considering above criticalities it is decided to have a on duty permission slip which is to be obtained by the concerned employee duly authorized by their HODs and submit to the HR department before proceeding on such activities to enable us to regularize the attendance / knowing where abouts of the employees. This circular is issued in the interest of the organization and as well as employee. This is mandatory for all employees, request you all to comply and support.

I believe this will serves your purpose. for any further information pl feel free to contact. This should be apllicable across organization. Capture the data, as some of the people may be regularizing after completion of the task, if it is repeated then send a detailed data to the concerned HOD and ask him to act accordingly. One more thing what you can do is, normally in every organization a weekly / monthly meetings will happen in those meetings you can produce the data and ask HODs to instruct their team members accordingly, if still repeats or non submission of such intimations, you can treat the absence as loss of pay and deduct the salary but this is a sensitive issue, have to handle very carefully with repeated communication only.
