Feeling Overlooked: Why Did My Stellar Performance Not Lead to a Promotion?

I'm working as a Team Leader in an IT company. During this year's appraisal, I was expecting a promotion. However, in a 1-on-1 meeting, my Project Manager informed me that due to the lack of visibility to higher management in the area I work in, which also does not generate much revenue, a promotion is not possible. Throughout the entire year, all of my projects were in the GREEN zone, and I was a star performer from a process point of view. Despite this, things did not go well post-appraisal. I was promoted in my second year at the company, received a rating of 5 out of 5 in my third year, and even had an onsite opportunity in my fourth year. Unfortunately, this year, I only received a rating of 3 out of 5 due to the aforementioned reasons. I felt very disheartened and demotivated. I just wanted to understand why the higher management did not consider me for a promotion.
