It is advisable to define a policy on misconduct like late reporting and other and should be made a part of service rules of the organisation.
Counseling of the employees in the presence of their HODs must be done and records of these counsellings must be placed in their respective personal files. Warning Letters and advisory memos must be issued to these employees.
You can draft a policy on the lines that employees are to report on duty on the designatyed time and have to be present on their workstations by 09:00AM.
Late reporting upto 10 mins is acceptable in certain circumstances and upto 1hr for max 03 times in a month in extreme emergencies.
Employees reporting late for duties after 0910hrs in excess of 03 times in a month shall be penalised as under:
1) half day casual leave shall be debited from the leave account of the concerned employee for every 03 late coming.i.e if an employee has reported 06 times late that means his leave account shall be reduced by half CL.
2) Due to non availabilty of leaves in hius account his salary me be deducted.
but before proceeding like this, you have to draft a policy on these lines and get it approved by the HR Head and the Top management. In addition, All employees must be made to read this and sign as token of acceptance.
The signed documents from the employees must be preserved in a separate file.
Always think of Principle of Natural Justice and act accordingly.
