New to HR in UAE? Need Help with Labour Card Costs and Procedures?

I wonder if someone could give me some advice or point me in the right direction. I'm very new to HR in the UAE and I'm trying to get my head around the law, etc. I just have a few questions in relation to Labour Cards:

1. How expensive is it to renew a labour card?
2. How expensive is it to change a profession on a labour card?
3. In order to change someone's profession, do they have to have an official qualification, or would an experience certificate be allowed?
4. How would I go about changing/renewing someone's labour card?
5. Are there any websites where I can get clear information in relation to visas and Labour cards?

How expensive is it to renew a labor card? It depends on the category of your company. If it is a Cat A Company, then it will be AED 1500, Cat B AED 2000, Cat C AED 3000.

How expensive is it to change a profession on a labor card? Only you will have to type a new labor contract from the typist, get the attested certificate legally translated, and resubmit to MOL. This will cost only around AED 450 approximately.

In order to change someone's profession, do they have to have an official qualification, or would an experience certificate be allowed? It needs to be a professional/official qualification. If in Dubai, just the copy of the attested certificate; in Abu Dhabi and Sharjah, it needs to be further legally translated into Arabic.

How would I go about changing/renewing someone's labor card? Changing profession can be done anytime on the availability of the above documents. Renewal is usually done two months before expiry on the payment of the requisite fee. Your PRO can get it done from a Typing Centre on producing the copy of the labor card.

Are there any websites where I can get clear information in relation to visas and labor cards? Labor info can be seen on emol.ae; Dubai immigration details on DNRD.

Could you please help me with another query? There is a friend of mine who works for a company as a Quantity Surveyor, and they wish to change the title on their labor card to a Quantity Surveyor. They have a diploma in a related field. Is it possible to change his details on his labour card? Are there certain qualifications an individual must have to have a specific title on their labour card? Where would I get a list of titles and relevant qualifications?

The title on the labor card can be changed if the same profession is listed on the list of professions published by the Ministry of Labor. The book that provides details of the list of professions and codes can be purchased from the Ministry of Labor.

Regarding your friend, I don't recall having seen a profession in the book that says "Quantity Surveyor." However, the professions "Survey Engineer" and "Surveyor" are listed. If your friend has a Diploma in Survey Sciences or a related subject, he can obtain the title of Surveyor. To be recognized as a Survey Engineer, it is essential that he holds at least a Bachelor's Degree.

2. Is the list of professions issued by the Ministry of Labor available online? If so, please send the link.
3. Does the list of professions come from the Ministry of Labor, or can a company suggest a profession for an individual?
4. My job descriptions are related to Customer Support Engineer (IT) / IT Support, but on the labor card, my profession is listed as Mechanic. Is there a category such as Customer Support Engineer / IT Support listed by the Ministry of Labor so that I can request a title change?
5. What sort of obligations would my company have regarding amending my labor card, if any?
