How Do I Create a Contract Staffing Proposal from Scratch for a New Client?

I am currently working with a consulting firm, and one of my clients requires a proposal for outsourcing their positions. As they are new to the outsourcing business, I need to create a proposal from scratch regarding outsourcing. Could anyone assist me in finding information about outsourcing (specifically contract staffing)? Alternatively, if anyone could provide me with a presentation on this topic, I would be extremely grateful.

I am also looking for the same. We have been approached by a leading hospital. As the hospital is going for outsourcing for the first time, they asked us to draft the terms and conditions. To meet their staffing needs, our responsibility includes:

1. Recruitment (on our payroll)
2. Replacement
3. Salary disbursement
4. Professional taxes
5. Statutory levies (including PF benefits along with stipulated leaves)

Can you help us or suggest a draft for the terms and conditions? They will be hiring around 10 employees.
