New Hire Without Relieving Letter: Can We Proceed with Joining Formalities?

Dear Friends,

I would like to request you to please inform me if any new joiner does not have a relieving letter, experience letter, or resignation acceptance letter from their previous employer. Can we proceed with the joining formalities in such cases? If yes, please provide the reasons for doing so. If not, what steps should we take to ensure a smooth completion of the joining formalities?
