Employee hand book is just brief on the company's vision, mission and policies, leave rules, timings etc..
Where as HR Manual is the bible. Everything is mentioned in details, clear and rules applicable etc......
I would say is employee hand book is the 1st step (introduction) then later go in to prepare HR Manual.
