Does this applicable for all establishments irrespective of number of people but registered under Shops and Establishment Act. Please confirm

I need professional advice on LWF as it says that"Numbers of Employees whose name stands in the
register of establishment on 31st December2012
pls clarify that number of employees only permanent employees or we have to take account for contract employees also for Labour welfare fund remitting anually basis.
Plse clear my doubt for submitng Labour welfare fund.
