In My view, Recruitment is part of both Marketing & HR.
Working on Manpower planning ,finalise Job description for any certain post, decide the competencies for any post,then shortlisting of Resumes on the basis of Job Description comes under HR activity.
Calling the candidates, convince them for the existing post, bring them for company's decided criteria and budget,comes under sales.
Marketing is all about the selling our product so here we are selling our vacancy to good candidates and being a consultant selling our candidates.

Recruitment has always been an integral part of Human Resource Management. Of course there is some selling required from the HR personnel when he / she offers a candidate to join the organization. In an organization, the recruitment /staffing guy performs a plethora of activities apart from usual staffing or recruitment.
However, in today's scenario particularly in the IT sector, you need a Recruitment specialist who has a salesman approach and who is more number driven. (thanks to the high labour turnover). Companies generally prefer candidates who are basically from consulting / headhunting firms who have a right skill / aptitude for recruitment. Over here you can say that they are more or less like salesman who have achieve their target within the specified timeframe.
Whereas in traditional manufacturing setup, recruitment has always, and will always be a part of the HR department.

Recruitment is a prt of HR and doesnt come under teh service line for marketing. Its an unique way for getting the right people at the right time.

Well, if you now say markting... practically thinking that How Consultants markets their Recruiting modules or how well are they able to market themselves on Recruitment to different clients!!!

so i think Recruitment is the core of HRM and most Challenging compared to other areas of HRM.

Recruitment is definitely a part of HR.
Coming to the Marketing aspect of your question. Marketing is nothing but Promoting, buying and selling. This can again be divided into two
1 - Its marketing because the recruiter has to speak a lot about the company so as to make the candidate join. The candidate should feel good about the company as he going to work there....he should feel that he will have good work environment, career growth and so on
2- Its marketing because the tools the recruiter uses like ads, campus recruitment, job fairs etc acts as a promoting tool for the company ie it helps in marketing the company, brand building etc.
