Yes, but obvious, recruitment is a part of HR.
Human Resources, means to hire or to appoint human power (Man power). The basic profile for a HR comes Recruitment.
HR profile also includes Training, Appointing, Maintaining candidate's performance, verifying documents, etc, etc.
The above mentioned activities can be made after recruiting an employee.
As per the above conversations, my friend Jack has consider HR activities as a Sales & Marketing profile, that's correct, at the time of validating candidate, employee does Marketing and by recruiting manpower giving sales in the form of profit.
HR of any Esteemed organization, take care all the HR activities like Training, Salary formation, fulfilling basic needs regarding manpower, candidates performance maintenance, etc, etc, these all activities can be perform after recruitment only.
So, yes recruiting is the basic part in HR profile.
