Do you intend to send this mail in your personal capacity or on behalf of the company? Generally, no congratulatory mails are sent on completion of just one year of service. It implies that either your company is quite new or she is the first person in your company to complete one year, in which case it definitely calls for celebration! A letter for completion of the probation period or confirmation of services is more customary.

However, the decision is yours - you can definitely send a congratulatory mail to her for completing one year if, in your opinion, it is a great accomplishment; considering the fact that I have hardly any information about your company or your employee.
