Actually employee taken leave from friday to thrusday than saterday and sunday or any holiday will come in that duration it will be calculate as leave, because weekly off or holiday will be payable if employee will be present before or after the weekly off or holiday.

if some one takes leave starting/ending with declared holiday. it will be excluded but if it falls in between leave days then it will be counted as leave

Ya we will include holiday also as leave but on the national holiday he will show the certificete to attend the national holiday at any place so we holiday will not take as a leave.
