Yes, definitely. After the exit interview form has been filled out by the employee, a one-on-one discussion is a must in which the HOD and an HR personnel have to be present. Most of the time, they fill the form out just for the sake of doing it. However, this discussion would make a great difference to the person who is leaving and also to the organization.
Based on the discussion, a detailed analysis can be made, and sometimes there may be odd cases where the person is leaving due to politicking by his HOD or his peers. These issues would only come out when a face-to-face discussion takes place.
