Yes, while calculating CTC as a whole employer PF contribution also to be included. Because it is also a cost to the company. From my experience most of the companies are included the same into CTC. I would like to know other members comment.

Ya Employer's contribution towards PF is a part of CTC.If any employee wants to withdraw the money accumulated in PF account. He can do that, but there is a blocking period forthat.I am not sure about the blocking period.

Yes - it is part of CTC. You can withdraw this amount on submission of resignation - need to wait atleast three months to get credited to your SB account

Employees' share of PF is a deduction from his own salary. It costs nothing to the company. Whereas employer's share is a cost to the company.
PF can not be withdrawn while in service. But there are provisions for taking non refundable advance from the PF account for which minimum service is required. For example, for marriage of self or close dependent you should have at least 7 years of service and for purchasing/ constructing house you should have at least 5 years of service. In some other cases, for example, for medical treatment, reduction in wages due to power cut (idle time enforced due to power cut), non payment of salary for at least two months etc advance is allowed from the PF account.
