is the normal practice in companies to have a seprate HR manual and a admin manual?

I have one Handbook of Manual you can take idea from there and prepare your HR Manual. Wat is Admin Manual.
If you want you can prepare Employee Policy manual but its not compulsory if you have HR Manual.

Pls note that there r two different manual HR & Admin , In HR you will get all company policy for employee & in Admin guidelines u will get the procedure to get it complete. Though HR & Admin falls in same track but they r two different compartments.
