How Do I Apply for an Overseas Recruitment License for Sending Employees to Africa?

Can someone tell me where to apply for a license for overseas recruitment? My company is located in Chennai. We are looking to recruit people and send them to African countries where our client company is located. The recruited candidates will be on their rolls.

I am also planning to start an overseas recruitment agency from Hyderabad. Can anyone please guide me on how to start it? Currently, I am working in Kuwait as a planning engineer. There is a significant manpower requirement here.
