Starting as an HR Manager in a New Factory: What Are the First Steps for Legal Compliance?

This is my first post on this site. I'm going to join as a Manager HR very soon and wish to know the very initial steps to be taken as an HR Manager for a new setting up factory such as legal/labor laws, etc.
