The Safety Manual you have posted here is the "typical" manual that many safety engineers prepare for their employers.
I call this type of manual the "Safety Do's and Dont's" Manual because it only contains the basic "work guidelines and procedures". However, it is not complete because it lacks the very critical aspects necessary in a Safety Manual, which are:
1. Safety Management System
2. Guidelines on Emergencies
3. Sanctions and Disciplinary Measures
Also, your manual failed to include the important dimensions in Safety Management, which are:
1. Workplace Inspection
2. Accident and Near Miss Investigations
3. Accident/ Near Miss Investigation Reporting System
My company has a complete Safety Manual that we prepared for a big plant. This manual also includes a Table on Personal Protective Equipment prescribed by many Occupational Health & Safety Associations.
