Helping Lower-Grade Employees: Should Income Certificates Include PF Deductions?

Some of our employees are asking for a certificate of income for the purpose of registering for the Laadli Yojna of the Government of India. Please advise whether to include the PF and other deductions in the salary. Since they are lower-grade employees, they receive very little cash in hand at the end of the month. How can we help them?

All components must be included in their income certificate. It would be a problem if you try to help them in illegal ways when crossed checked.

That's the main issue - if we include PF, the total emoluments come to more than 1 lac, which is not applicable under the Yojna. However, if we take the cash in hand into consideration, it comes to less than 1 lac.
