Understanding Challans for Statutory Payments in HR: PF, ESI, Treasury, and More

Hi, can anyone please tell me what is a challan? I went for an interview for an "HR Executive," and they asked me about challan, but I was totally blank at that time. Please reply ASAP.

What I understand:

1) Challan means "Receipt for payment or delivery" or "Receipt of your payment with acknowledgment" or "Official receipt of payment."

2) Challan means the requisite form filled to pay cash, cheque, Demand draft in any Bank or any government office etc.

Actually, a challan is not a receipt. If you pay money using a challan, it is considered an authorized payment that goes to your PF account. If you take a loan against your PF account, it is treated as a repayment voucher.

Hi Gunjan,

For HR executives, challans are generally related to PF and ESI challans, where a particular format is printed/filled by furnishing the details of your PF/ESIC account numbers, amounts to be deposited for the month, etc.

On the other hand, general challans are those for penalties/fines issued by RTA/Traffic police, etc. It is a revenue-collecting term used by the aforementioned officials.

Another type of challan is typically used when selling products through invoices/bills. These challans only contain non-commercial descriptions of the products sold/invoiced and require the seller to obtain the receiver's signature.

For HR challans, the terms required for PF and ESIC are essential. According to PF and ESIC laws, as well as some other laws, every organization has to fulfill statutory requirements such as monthly returns. Related to PF and ESIC, it involves monthly returns, Factory Act returns, minimum wages returns, and unpaid wages returns, among others.

To fill up these returns, the term used is "Challans." Returns are paid to the Assistant Commissioner's office of the particular region. This kind of question is expected from freshers!

Challan is nothing but an instrument through which any payment or transaction is made. This will have detailed information about the mode of payment/transaction. It cannot be called a receipt and can only be acknowledged.

In the HR field, challans mean ESI, PF, PT challan. It's a slip to pay ESI, PF, PT challan.

Once we request bank personnel for a challan to make any kind of payment, it is not possible to cancel it like a cheque or demand draft.

PF Challan is a part of Monthly Legal compliance (due before the 15th of each month). There are accounts numbered 1, 2, 10, 21, and 22.
Account 1: PF contribution of Employer at 3.67% and 12% of Employee
Account 2: Administrative charges at 1.10% of wages
Account 10: Pension contribution at 8.33%
This way, there are detailed explanations of PF as well as ESI.
