Air India's Leave Without Pay Strategy: How Should HR Navigate Legal and Communication Challenges?

Today's ET reports that Air India is applying HR cost-cutting measures like sending employees on leave without pay for up to 5 years! While this is a good measure for employees to retain their employment (though without pay), it also relieves the monthly salary burden on the employer. However, how should this be implemented? What legal considerations and employee communication strategies need to be addressed for the successful implementation of this measure? How does this differ from a layoff as mentioned in the Industrial Dispute Act? How are blue-collar workers and white-collar/managerial staff affected by this measure?
