How Do I Kickstart a Learning & Development Center and LMS in My New Corporate Role?

I am working in the Hotel Industry and have been transferred to the corporate office. My new task is to establish the Centre for Learning & Development and to create the LMS for the group. Please assist me as I need to understand the initial steps required for this project.

The employee strength is 250 + 90 + 170 = 510 in different locations. The budget and all will be a secondary part. As of now, I have to submit a detailed action plan for operationalizing the center, including the resources required.
