You did not tell anything about the procedure to be followed in getting the acceptance of your resignation. Generally, in any company, the services of any employee can be terminated by either side by giving one month's notice or paying salary in lieu of notice. In your case, you are saying that you worked in July and tendered your resignation on the 19th. You also did not inform us whether you worked in the company after submitting your resignation up to the completion of the notice period or not. Furthermore, in some companies, it is common practice to have a service agreement with the employee. In your case, it is not clear whether you have such an agreement with the company or not.
In the normal course, no employer is against accepting the resignation of any employee unless that employee fails to fulfill their obligations towards the company as per the service agreement or appointment order.
If you have followed the procedure and fulfilled all your obligations for the acceptance of your resignation, then the management has no choice but to accept your resignation and relieve you from their services. If they bluntly refuse to accept your resignation for any reason, then you should personally approach your boss, explain the reasons that led to your resignation, and request acceptance. If there is no positive response, you need not worry and can leave the company's services by sending another letter stating that you are no longer a part of their organization since you have already submitted your resignation. Request settlement of your final account promptly; failure to do so may result in necessary legal action for the recovery of the money owed to you, including salary for the days you worked in July, etc.
