We have a multinational company with 400 employees (150 staff, 250 workers). The problem lies in canteen procedures as we are unable to control misuse. The points are outlined below:

1) The company has appointed a canteen contractor, and their kitchen is located outside the company premises.
2) Meals are provided at a subsidized rate (the company covers 90%, and 10% is collected from employees).

I am trying to download the above document, but for some reason, it's not getting downloaded. Every time it downloads a page that shows a message to try again after 120 seconds. Could you please help me with this? Is it because I am using Internet Explorer?
