Building And Other Constructions Welfare Cess Act, Applicability In Maharashtra

I came to know in the month of April that the Building and Other Constructions Workers Welfare Cess Act is retrospectively applicable in the State of Maharashtra from 1st Jan 2008. I request CiteHr members if they have any Government Resolutions/Notifications regarding the same and rules framed thereunder. I will be grateful.
