Please find attached the manuals of the People Capability Maturity Model by Siemens. Version 1 was released in 1995, and the improved and latest Version 2 was released in 2001.

These are available for free on Siemens' website itself. However, they are available in parts, in different PDF files. I just collated all of those into one document. That's it, so don't worry, these are not copyrighted.

This material is indeed copyrighted. It is copyrighted by Carnegie Mellon University, but is made freely available from the University - see Software Engineering Institute.

It was not developed by Siemens, although Siemens is one of many organizations that have used the People CMM around the world. These are the first and second versions of the People CMM - there is a second edition from 2009 that you can find in book form from Addison-Wesley or on the SEI website.
