"Is HR cost-effective" since HRO is becoming popular we need very strong points to justify this question

Lets think of Cost Center and Profit Center.
HR is primarily a cost centre, we streatch our thought to extend the logic to peep into administrative domain to justify our role in expenditure control exercise in order to justify our input in reducing HR cost.
HR Function and Administrative Function are two different functions. They have reciprocal and corollary relation as effect of cost cutting measure.
But HR is not cost cutting similar to the logic of business as whole should not be seen as cost cutting business become fulltime business initiatives.
What is Business?
Its money multiplying activities.
What is cost cutting?
Reducing wastage.
We have to seperate HR from this
HR practices must create value by increasing the intellectual capital within the firm. HR professionals must add value not Reduce costs.

This cost cutting measures and argument is ok for typical Baniya Company who's sole survival depends on wastages.
