The leave structure suggested by Ramya is okay. However, I feel the SL should be increased. I don't know about Pune, but companies usually have the following:
CL = 7 to 12 days (No accumulation. May or may not be encashable).
SL = 12 to 15 days (Accumulation allowed up to a maximum of 90 days. Some companies allow encashment up to a certain limit, but the majority do not).
PL = 1 day for every 15/20 days worked. Accumulation varies from 180 days to 240 days and is always encashable if the accumulation limit is exceeded or during a job switch.
Yes, you can combine all the leaves together. The provision for SL and CL is not mandatory under present laws, but EL/PL is mandatory. When framing a policy, always ensure to keep the number of PLs/ELs equal to or more than the statutory limit to avoid any trouble.
The applicable acts usually related to EL/PL are the Factories Act, Mines Act, Plantation Act, Shops and Establishment Act. Therefore, set the limit as per the applicable act and relevant state rules.
Another essential provision that must be included in the policy is maternity leave.
