Just Joined as HR in a Small, Old Company Without an HR Department—Where Do I Start?

I have joined a company last week. This is a small but very old company, and we don't have any HR department. I had joined in HR, and the department is being created. I require your help. Kindly guide me on what needs to be done in the HR department.
