Navigating ESI Declarations: How to Handle Returns for Staff Across Tamil Nadu?

I recently joined this forum, and I found it useful for getting my doubts cleared by others.

I need clarification from anyone regarding the ESI matter.

When I worked in two previous companies, all the employees worked in our factory itself. We used to submit the half-yearly returns to the local branch office where the dispensary was also located.

Now, I have joined a new company with the office located in Chennai, and there are no other branch offices in Tamil Nadu, except for branch offices in Karnataka, Kerala, and Hyderabad.

Our staff (technicians) work throughout Tamil Nadu, divided into six segments - Madurai, Thirunelveli, Coimbatore, Pondy, Salem, and Vellore. We recruit individuals from the same area, and after completing one project, they move to a different project in a different area, and their payments are processed from Chennai.

My ex-colleague in the HR department submitted a declaration form to the ESI office in Chennai as the local office, with dispensaries in different regions such as Madurai, Thirunelveli, and Vellore, as per staff requests. The RC was filed with the local office in Chennai, and the challans were paid and submitted there.

My doubt is since we do not have a branch office in Tamil Nadu other than in Chennai, where can I get the insurance numbers for staff working in different clusters, and where should I file the returns?

Can I file the declaration form in Chennai as the local office and list dispensaries in different parts of Tamil Nadu? Also, can I submit the returns to the local office in Chennai for employees working in different clusters in Tamil Nadu?

Please clarify.
