Headhunting is the business of recruiting personnel, especially executive personnel, as for a corporation. In an organization, when they require personnel with very specific qualifications, they do headhunting, which is done by agencies specialized for this purpose.
Recruiting is nothing but the process of recruitment; it is the verb form of recruitment. It basically depends on how the word is used. Suppose an employee says, "Our organization is recruiting software engineers."
