Let me include my input. MBA graduate with approximate experience of 4 to 5 years in HR core functions, good English language skills added with one or two additional language (if Arabic - excellent) in the armory can claim a good pay package in Dubai. I can say to the extent of 9K to 11k with additional facilities as applicable in the industry he will be working.
A fresher on visit visa may be forced to take up a job offer in the range of 4 to 6K. However, considering the job scenario, difficulty in switching between jobs for the first 2 years, nature of the company, increase in cost of living, and most importantly, lack of Training and Career Development opportunities, etc it will not be beneficial for any candidate to take up offers currently for a lower salary scale, especially without any additional benefits like Accommodation.
I wish to add that as in every other case, the giver does not get as much as the getter and you may get to see other job holders going away with heftier pay packets than the HRs.
