I think the four "compensable factors" and eleven "sub-factors" used in the "point factor method" job evaluation method would be a good way of approaching and starting job design. When these factors and sub-factors are strongly considered in the design of jobs, the jobs would score higher when rated or benchmarked with other jobs. There are many good HR reference materials that you can review relative to the point factor JE methodology.
