How Does the Maharashtra Pollution Control Board Decide on Green, Orange, or Red Consent for Companies?

Can anyone help me understand how the Maharashtra Pollution Control Board grants consent to companies? On what grounds do they decide the type of consent, such as:

1) Green Consent
2) Orange Consent
3) Red Consent
