Building a reward and recognition program for the purpose of Employee motivation and a retention tool?

Hi, I am working in a software company. We are looking at building a reward and recognition program for the purpose of Employee motivation and a retention tool.
Presently the company does not have any recognition program.
Please assist me in building this program.
I would like to make a policy, parameters to be considered for identifying the resource, how often should it be done, eligibility criteria, etc...
Please help me by providing your valuable inputs.
