How Can We Create an Effective Employee Reward Program to Boost Motivation and Retention?

Hi, I am working in a software company. We are looking at building a reward and recognition program for the purpose of employee motivation and as a retention tool. Presently, the company does not have any recognition program. Please assist me in building this program.

I would like to establish a policy, define parameters for identifying the resources, determine the frequency of implementation, outline eligibility criteria, etc. Please help me by providing your valuable inputs.
