While we speak about change management, we often resort to superficial aspects of change. Change should be a positive social change. It should bring about a change in structure and function in society. Grassroots planning is the most suited and viable because change can be brought about easily and empirically but with realistic and consistent efforts. Theoretically, the Kerala model is an excellent example of grassroots planning. It needs to be put into practice without political bias.
