ESI Returns: Is Chartered Accountant Certification Now Mandatory? Seeking Official Circulars

ESI officials are insisting on certification by a Chartered Accountant for the returns to be submitted every half-year to the ESI department, effective from October 2007. Is there any circular issued by the ESI department regarding this requirement? If so, please provide the same for the benefit of our HR community.

Hi Ramesh,

In the new RC Form, they have stated clearly that if the number of employees is more than 40, then it must be certified by a Chartered Accountant. I have a printed circular from the ESI office in Delhi regarding this, which I obtained from the ESI office. You may also ask for the same.

Regarding ESI in Andhra Pradesh:

1. What are the submission dates for half-yearly returns?
2. What are all the documents we have to submit?
3. Kindly send me the forms as attachments.

Dear Sir,

I require a sample copy of R.C. (6 months return) because the past year there were only 16 workers in our factory. Now, there are around 56-60 members due to the season. Anyway, kindly send me a copy of the R.C.

It has to be submitted on or before the 10th of May and November 10th of every year. If the number of employees is more than 40, it has to be attested by a CA.
