How Can I Measure HR Performance Across University Branches for Strategic Planning?

Hello,

I am the same Makilla registered elsewhere, I hope so. A teacher at the Open University of Tanzania interested in Management, Human Resource Management, Small Business Management, Society and Business, as well as Journalism and Media Studies, Research Methods, and Consultancy. Presently, I am interested in examining the OUT's strengths and weaknesses of HR at the regional centers vis-a-vis the implementation of Strategic Planning objectives of the OUT at the regional centers level.

Is there a tool one can use to measure and compare HR performance at different branches of an institution, especially in terms of competency and entrepreneurship or intrapreneurship?
